Annually they manage an average of 123 projects ($380 million) and award.We have an opening and you can join this dedicated high-performing team of County professionals!About Our JobProject Manager for the development of Facility project functions for complex engineering, construction, and/or programs/project design and implementation, and Capital Improvement Projects. This work includes, but is not limited to, management of consultants employed to design and permit projects, preparation of final procurement documents for projects, review design studies, plans, and specifications, assisting with preparation of permit applications, and review CIP budget information.Job Description:DESIGN:Provide assistance to owner as directedDay-to-day owner interfacePrepare solicitation for Professional Services work with owner and procurementReview proposals, prepare and present selection matrix to PSRCNegotiate contract scope, budget and schedule with selected consultantPrepare eGenda documents and obtain necessary approvalsMonitors design contract budget and schedulePrimary point of contact for consultant teamOrganized support internal team design and permitting related activitiesPrepare and present Board presentations for design contracts and project updates (as directed)Review PDRs and 30/60/90% design documents and other design submittals and coordinate with other stakeholders and consultant comments back to EOR/AORIdentify all acquisition requirements and coordinate early with Real Property the obtaining of easementsReview permitting requirements and coordinate permitting activitiesCoordination with all applicable utilitiesPrepare Project related correspondence and conduct misc. contracts administration activitiesGeneral meetings with consultantPlan and attend public meetings, media contacts and public outreach effortsPrepare response to Board and citizen inquiriesReview contract change requests, negotiate pricing & obtain necessary approvalsReview and process consultant invoicesCoordinate the preparation of construction bid documents, including technical specificationsCoordinate construction Bid advertising with ProcurementReview Construction Proposals and coordinate consultant recommendationsRecommend qualified low bidderSupport selection of Services During Construction (including Engineer of Record)Ensure necessary project files are maintainedAssist/provide grant support and project management (as applicable) in accordance with policyTurn over package to Construction Project Manager ORContinue Project through construction for cradle-to-grave approach (see below)Prepare survey request; environmental, subsurface, boundary (TOPO)Signature authority on permit applicationsServe on PSRCCONSTRUCTION:Support CIP PlanningPerforms constructability reviews as necessary on CIP projects through design phase starting at 60%Provide technical support/consultation throughout the design activityPrepare Notice for Public Mailer (Survey/Design)Claim managementBoard Presentation preparationPrepare postcard mailer for Notice of ConstructionManage and inspect construction improvements to capital projectEnsures fulfillment of contractual obligations to the County by engineers, architects, construction contractors and consultantsConfers and coordinates with contractors, engineers, architects, inspectors and other parties to ensure County standards are being adhered toDevelop strategies to manage any risks within construction contractsIdentify, apply for and manage construction related contracts through ProcurementReview and approve work breakdown structure for budget monitoring, management and financial reportingStatus reportingVerify testing processesUse Contract Manager for contract managementMonitor budget with respect to IFCAs and Change OrdersParticipate in audits as requiredManage progress payments and invoice processingParticipate in construction management process improvement activitiesManage project financial close outFamiliar with all aspects of construction and final measurements of contract pay itemsAvailable to resolve disputed final pay quantities until the appropriate contract is closed-outConduct or attend regular progress meetingsProvide assigned Inspection and support staff with guidance and direction on project related issuesSchedule and participate in both substantial and final walk thru. Sign-off on both project substantial completion and Final AcceptancePrepare requests for proposals for construction related projectsCoordinate the development of escalation matrix for construction related activitiesProvides on-site resolution of construction problems, complaints from property owners, and coordination with other agenciesChecks materials and makes arrangements for tests by an approved laboratory as job progressesAssist/provide grant support and project management (as applicable) in accordance with policyPrepare scope or review scope of services for proposed consultantArrange for plans and specs production for the EOR, Consultant and internal staff and circulateReview the daily report of constructionReview as-built drawingsServe on and/or as lead for PSRCIdentify, apply for and manage contracts related to Procurement of external construction management supportReview and approve consultants and contractors work breakdown structureMonitor construction budget and burn ratesConstruction close outLessons learnedFacilitate construction warranty issues and claimsPermitting certifications (ERP, FDOT, Building Dept)Coordination of start-ups and O manualCoordinates transfer of operations to user agencies, Utilities and FacilitiesAssures Project electronic files are complete and stored on County drive per Capital Projects standardsAbout YouMinimum Qualifications: A Bachelors Degree from an accredited college or university in Architecture or Engineering, Project Management or highly related field with five (5) years of construction and/or project management experience. A Masters Degree in one of the above-mentioned fields can substitute for one year of required experience. Related experience may substitute for the required degree.Preferred Qualifications: Active State of Florida Licensed Architect, Florida Certified General Contractor license (active or inactive), Project Management Professional (PMP) certification.Job Competencies: Microsoft Office, Adobe, etc.About Everything ElsePay: $54,912.00 $74,630.40
