About Our Job
This position provides leadership, management, and supervision
to all elements of the Property Management Division, which is
responsible for the acquisition and disposition of any County
interest in real property, including but not limited to: fee simple
acquisitions, easements, licenses, leases, disposition of any
surplus properties, etc. Provides professional and technical
knowledge to assist in the acquisition and management of real
estate interests required by the County, maintaining an inventory
of County-owned property, and leasing and surplussing County-owned
Management and Leadership
Manages division programs, special projects, and staffing
resources responsible for the acquisition and disposition of any
County interest in real property, including but not limited to fee
simple acquisitions, easements, licenses, leases, disposition of
any surplus properties, etc.
Ensures development and implementation of division business
plans and establishes division work priorities.
Prepares, manages, and controls revenues and expenditures
Delegates work allocation to staff.
Oversees hiring and training of staff.
Seeks and provides coaching and mentoring opportunities.
Evaluates performance and makes recommendations for personnel
Authorizes personnel and payroll activity.
Motivates employees to achieve peak productivity and
Forecasts, coordinates, and schedules staffing resources;
manages the budget forecasting for acquisitions required to prepare
the CIP and Non-CIP budgets and the Property Management operating
Supervises quarterly and annual performance measure reports and
other performance reports.
Maintains records and audit transactions in Property Management
to ensure compliance with applicable laws.
- Manages proactive assessments of fraud awareness, prevention,
detection, and risk mitigation activities in area of
responsibility; oversees financial, compliance, operational, and
performance audits; reviews audit findings and ensures appropriate
controls are established and implemented.
Property Management Projects
Coordinates, develops, and implements goals, policies,
regulations, methods, and procedures for acquisition and disposal
of County owned land.
Manages real estate acquisition activities required for Capital
Improvement Projects (CIP) and Non-CIP Projects.
Leads/manages negotiations, contract drafting, preparation of
pertinent documents, and due diligence investigations to acquire
property for County purposes through voluntary acquisition,
donation, and condemnation proceedings.
Coordinates with other departments to identify County and public
needs relating to real estate.
Hires, coordinates, and manages contracts for appraisal firms,
surveyors, engineers and environmental professionals.
Represents County's interest in eminent domain proceedings
providing expert witness testimony for court proceedings.
Manages and assures quality of title for all real property
interests acquired by the County; manages and coordinates with the
Office of the County Attorney in preparation of condemnation suits,
eminent domain proceedings, property, and post suit settlements.
Participates in court ordered and voluntary mediations.
Manages and oversees programs such as: surplus lands,
processing, marketing, and disposal of surplus property in
accordance with the County Surplus Land Ordinance; leasing of
County-owned property, internal agreements, public, non-profit
organizations, private firms, license agreements, concessionaire
agreements, cell tower leases, and other revenue generating
agreements, as well as managing and handling the leasing of
privately owned property to the County; processing and preparation
of street vacations, plat vacations, and property exchange
agreements; and Property Management input and coordination in
development agreements involving real property interests.
- Makes oral presentations to the general public, Board of County
Commissioners, and other County staff.
Work Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.
Minimum Qualifications: A Bachelor's Degree from an accredited
college or university in Real Estate, Planning, Engineering, Public
Administration, Business Management and four (4) years
progressively responsible, related, professional experience.
Year-for-year related experience may substitute for the college
degree. Two (2) years of management or supervisory experience is
Preferred Qualifications: Advanced professional certification
Management and leadership skills
Project management skills
Business operational management skills
Good financial judgment
Excellent written and oral communication skills (including
presentations and negotiations)
Proficient computer and analytical skills; ability to read and
interpret construction plans

Pay: $66,000.00 to $80,000.00
