Responsibilities

  • Serves in a full-time administrative position with full authority and responsibility for providing administrative support to the Chief.
  • Participate in overseeing the practice of all of the Geriatrics and Extended Care Social Workers at the facility.
  • Perform assignments that are collateral to primary duties but deemed necessary to meet the needs of the organization and VISN.
  • Makes independent professional decisions and recommendations to the Chief.
  • Serves as a liaison to other Service within the organization related to Social Work.
  • Assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Social Work staff Geriatrics and Extended Care.
  • Will assure the Social Workers that work in the assigned areas, adhere to all current directives of VHA, and meet current accreditation standards, State licensure standards, and VA-OIG expectations.
  • Will conduct ongoing intensive reviews and appraisals to ensure the accomplishment.
  • Supervises employees assigned to Geriatrics & Extended Care (GEC) performing work at the GS 12 levels and below, including Social Work Supervisors [CNH, (2) MFH], two Social Work Program Coordinators {Veteran Directed Home and Community Based Services (VD-HCBS) and Palliative Care} and two Senior Social Workers (HBPC) in a large, complex, 1-A facility.
  • Provides administrative, technical, and clinical supervision necessary for accomplishing the work of the assigned areas.
  • Responsible for making decisions regarding work problems presented by subordinate social work supervisors.
  • Serves the Medical Center at large in a variety of capacities, such as committee assignments, investigations, personnel matters, and special projects.
  • Serves as a vital professional influence and resource to Local Leadership in their compliance with standards defined by accrediting organizations, such as The Joint Commission and the Accreditation of Rehabilitation Facilities (The Joint Commission and CARF) standards applicable to Social Work.
  • Has advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex physical and/or mental illness.
  • Incorporates complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial diagnoses within approved clinical privileges or scope of practice.
  • Develops procedures for, and ensures the implementation and achievement of, the provision of social work services to medical facility patients on inpatient and outpatient programs.
  • Provides, or ensures that professional staff provides advice, assistance, and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to veteran patients in the community.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going tohttp://vaww.va.gov/OHRM/T38Hybrid/.

GS-13 Grade Determination Requirements: In addition to the basic requirements, this following are required for the GS-13 grade-level position:

(1) Experience/Education. One year of experience equivalent to the GS-12 grade level. The chief social work service must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration demonstrating progressively more professional competency skills and judgment. May have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

(2) Licensure/Certification. Individual must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:

  • (a) Skill in administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement.
  • (b) Skill in applying legal, ethical, and professional standards applicable to social work practice.
  • (c) Skill in developing, maintaining, and managing social work services in all settings.
  • (d) Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
  • (e) Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.

(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. The chief social work at this level typically has responsibility for management of small to moderately complex social work service within the organization. The chief social work service is the highest level professional position at the facility with responsibility for the professional practice of all facility social workers and provision of social work services. The chief social work provides supervision to social work service staff members of different grades. Supervision may include multiple disciplines, treatment sites that are limited and in close proximity to the medical center, and programs are with limited administrative oversite responsibility. The chief social work has full responsibility for managing and supervising all aspects of social work service operations including clinical practice, program management, education, human resource management and supervision of the service.

Preferred Experience:

  1. Supervises employees assigned to Geriatrics & Extended Care (GEC) performing work at the GS 12 levels and below, including Social Work Supervisors (MFH, CHN), Social Work Program Coordinators (RECAP, Veteran Directed, etc.) and provides administrative, technical, and clinical supervision (CLC, Advanced PACT, etc.) necessary for accomplishing the work of the assigned areas.

  2. Is responsible for making decisions regarding work problems presented by subordinate social work supervisors and staff.

  3. Oversees development of measurable social work treatment protocols and practice models in order to facilitate the use of statistical processes and analysis tools.

  4. Provides clinical care management when appropriate directed to an assigned cohort of patients

  5. Performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system

  6. Consults with medical center staff on a wide variety of patient care issues to include programs that Social Workers are assigned to or oversee in Geriatrics and Extended Care Programs.

The full performance level of this vacancy is GS-13.

Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty. Ability to drive a government car.
